ABSTRACT

The conflict between the purview of power between the government of Delhi and the Lieutenant governor (central government) is seemingly a knotty issue that tests the essence of the basic structure of the constitution of India. On one hand, there is the democratically elected government of Delhi, while on the other hand, there is the central government-appointed Lieutenant governor. This research paper aims at unravelling the dynamics of the ongoing power struggle. At the same time, the paper tries to demystify the multi-layer conflict between the central and the state governments. Firstly, trying to understand the cornerstone of Indian Democracy, ie. Federalism and its implications on the Indian democratic system. The paper delves into the historical aspect of the tussle and from where did the friction initiate. Along with that, fathoming the principle arguments of both sides in the discord is also imperative. This paper also aims at furnishing a comprehensive and engaging backdrop of the situation and the follow-up recourses available.

A country as dynamic as India makes it even more essential to carry out a vetted cause-effect relation of the present tussle on the future of Indian federalism. Therefore, this research paper aims at adding value to the ongoing discourses and deliberations on the status of New Delhi and the scope of power between the conflicting parties in the dispute.
